SUB: Status report on our appeals and representation to TN Govt.
The purpose of this Circular is to give a status report on the appeals and representations made at various levels in the Government for providing basic infrastructure in Green Peace Layout under “Namakku Naame Thittam (NNT) Scheme and to explain the ‘modus operandi’ of how NNT operates in order to save on time and to expedite compliance to the terms and conditions of NNT.
Current status of our appeals /representations:
- As you are aware, the Core Committee of the association has been closely following up with the Government at various levels as well as with the local authorities, particularly during the last 3 years, by way of personal meetings, representations and appeals for approval of funds under “Namakku Naame Thittam” (NNT) “on cost sharing” basis ( 1/3rd share of cost) for repairing, restoring the width and upgrading with gravel and bitumen, the existing mud roads within Green peace Layout.
- It is gratifying to inform, that the Additional Collector & Director, DRDA, Chengalpattu has accepted “IN PRINCIPLE” subject to fulfilling the criteria, to fund under “Namakku Naame Thittam” (NNT) by instructing the Block Development Officer (Thiruporur Ondriyam), the executing agency, vide Letter dated 07.11.2024 to initiate steps to process our application under NNT as per the standard operating procedure.
- The Assistant Director in District Rural Development Agency, (DRDA) Chengalpattu basing on the letter dated 07.11.2024 from the Additional Collector, convened a meeting on 09.11.2024 at the entrance to the Green Peace Site from OMR (due to heavy rains and storms the layout was inundated and the meeting could not be held within the Site) which was attended by the BDO, the Siruthavoor Panchayat President and other representatives from the Village/Ward and also, a representative member from the association.
- The BDO in turn, vide his Inter Office Letter dated 11.11.2024 has instructed his Assistant Engineer and Dy.BDO to submit to him the details and documents as listed in his letter including a detailed Cost Estimate, at the earliest.
- We await further communication from the BDO / DRDA. Given the sequence of events elaborated above, we hope to receive the necessary approval under NNT with detailed Cost estimate in the near future. The current monsoon in TN is expected to last till mid Jan’25 and Chennai and its suburbs including Siruthavoor are experiencing intermittent heavy rains. If all goes well, the work under NNT scheme could be expected to commence by end Jan’25 in Green Peace Layout.
KEY FEATURES OF NNT SCHEME and duties of plot owners in Green Peace Layout:
- As all plot owners in Green Peace Layout will be the beneficiaries of the NNT, every plot owner is expected to contribute equally towards the share of the cost as intimated by the competent authority, within the deadline date communicated by the Association.
- The Association has recently sent a separate e-mail by way of CIRCULAR dated 25.11.2024 to all “Inactive” members with arrears of subscription, urging them to get their Membership number re-activated on a war footing, by a simple process detailed therein.
- The existing members of the Association are required to impress upon the plot owners known to them who are yet to become member of the association, to enroll as members in the Association and share the contact details of such plot owners to the Core Committee by e-mail / by WhatsApp to (99402 69888).
- On receipt of the Official Communication granting the final approval with Cost Estimate with the terms and conditions under NNT from the competent authority, the association will send by E-mail, specifying the PROVISIONAL amount to be contributed by each member within the deadline date for remittance directly to the association’s designated bank account.
- It is made clear that the amount so contributed equally by each plot owner/Member is only PROVISIONAL and is subject to revision (either upward/downward) upon completion of the work and “No dues” certificate is received from the competent authority. Our share of contribution is required to be remitted upfront to the designated bank account of the Local Authority within the set deadline date.
- Every Plot Owner/Member will be required to furnish his bank account details to which refund if any, is due to him/ her out of the Provisional amount remitted. Essentially, (a) the name of the Bank Account Holder (b) Account Number(c) Name of the Bank with branch name and(d) IFS code shall be furnished at the time of making provisional contribution.
Members who have not yet paid subscription for the current year 2024-25 and for the previous year/s, are requested to remit at the earliest based on the gentle reminders sent.
Members are requested to intimate any change in their residence address, Mobile number or email address and any change in the ownership of their plot by sale/transfer/ settlement etc. with pertinent details to the association to update in the records.
